লালমনিরহাটের কালীগঞ্জে হতদরিদ্রর জন্য করোনায় জেনারেল রিলিফ এর (জিআর) নগদ অর্থ বিতরনে নয়ছয় করে কৌশলে অর্থ আত্মসাত করার অভিযোগ উঠেছে ৪ নং দলগ্রাম ইউপি চেয়ারম্যান রবিন্দ্রনাথ বর্মনের বিরুদ্ধে।
এ ঘটনায় গত ৪ জুলাই চেয়ারম্যানের নানা অনিয়মও দুর্নীতির ফিরিস্তি তুলে ধরে জেলা প্রশাসক বরাবর লিখিত অভিযোগ দায়ের করেন । একইসঙ্গে উপজেলা নির্বাহী অফিসার বরাবর চেয়ারম্যানের অপসারণ দাবি করে ৮ জুলাই অনাস্থা প্রস্তাব এনেছেন বিভিন্ন ওয়ার্ডের নির্বাচিত ১২ জন ইউপি সদস্য।
জানা গেছে, করোনায় হতদরিদ্রর জন্য জিআর বরাদ্দে দলগ্রাম ইউনিয়নে ৫৫০ জন সুবিধাভোগীর প্রত্যেককে ৫০০ টাকা করে প্রদানের নির্দেশ থাকলেও অনুসন্ধানে উঠে এসেছে এর ভিন্ন চিত্র।
তালিকা অনুযায়ী বেশ কিছু সুবিধাভোগী পরিষদে যাওয়ার আগেই চেয়ারম্যান তার লোকদেরকে দিয়ে নামের তালিকায় জাল টিপে টাকা উত্তোলন করে আত্মসাত করেন।
তালিকায় নাম থাকা ৩ নং ওয়ার্ডের উঃ দলগ্রাম এলাকার রনজিৎ কুমার ও তার স্ত্রী স্বপ্না রানী বলেন, মাষ্টার রোলে আমাদের নাম আছে কিন্তু টাকা পাইনি।
এভাবে টাকা আত্মসাত হওয়ার ঘটনা টের পাননি তালিকায় নাম থাকা আরও অনেকেই।
মাষ্টার রোলে থাকা ৩ নং ওয়ার্ডের ১৮ টি নামের টাকা উত্তোলন করেন কালভৈরব বাজারের পল্লী চিকিৎসক ললিত মোহন রায়।
এ বিষয় জানতে চাইলে ওই পল্লী চিকিৎসক জানান, চেয়ারম্যান ১৮ টি নামের টাকা দিয়েছে বাজারে রাস্তার কাজ করার জন্য। তালিকায় হতদরিদ্রদের নাম আছে অথচ টাকা নেই। ফলে কৌশলে এ টাকা আত্মসাত করেন চেয়ারম্যান।
সদস্যগন অনাস্থা প্রস্তাবে উল্লেখ করেন, গত ২৮ জুন করোনাকালীন জিআর বরাদ্দের টাকা বিতরনে চেয়ারম্যান একেক জনকে দিয়ে একাধিক নামের টাকা উত্তোলন করে আত্মসাত করেছেন এবং ৫ নং ওয়ার্ডের তালিকায় নাম আছে টাকা পায়নি অনেকেই।
২০১৯-২০ ও ২০২০-২১ অর্থবছরে নামসর্বস্ব বিভিন্ন প্রকল্প দেখিয়ে তিনি প্রায় ৪ লাখ ৩০ হাজার টাকা উত্তোলন করেন। জন্ম নিবন্ধন সনদ দিতে ৪শ’ থেকে ৫শ টাকা, প্রত্যায়নপত্র দিতে ৫০ টাকা, ভূমিহীন সনদ দিতে ৫শ’ থেকে ১ হাজার টাকা আদায় করেন এবং ট্রেড লাইসেন্স ফি’র টাকাসহ যাবতীয় রাজস্ব রাষ্ট্রের কোষাগারে জমা না করে তিনি নিজেই আত্মসাত করেন।
এছাড়া পরিষদের বিভিন্ন কর্মকাÐে সদস্যদের সাথে সমন্বয় না করে তিনি একক সিদ্ধান্তেই সব কার্যক্রম চালান । তদন্ত করলেই অনাস্থা প্রস্তাবের কারণ হিসেবে উল্লেখ করা বিষয়গুলোর সত্যতা পাওয়া যাবে।
ইউপি চেয়ারম্যান রবিন্দ্রনাথ বর্মন বলেন,আমার বিরুদ্ধে যড়যন্ত্রমুলক ইউপি সদস্যরা অভিযোগ করেন। যাহা ভিত্তিহীন।
এ বিষয় উপজেলা নির্বাহী অফিসার আব্দুল মান্নান চেয়ারম্যানের বিরুদ্ধে অনাস্থা প্রস্তাব প্রাপ্তির কথা নিশ্চিত করে জানান,বিধি মোতাবেক প্রয়োজনীয় ব্যবস্থা নেয়া হবে।
